What is in the new Executive Order 13423 and follow-on guidance?  How will it affect Federal energy management?  This new order combines existing energy, environmental, and transportation executive orders into one authority and enhances the provisions of EPACT 2005.  It requires implementation of sustainable practices in energy efficiency, renewable energy, water conservation, sustainable acquisition, as well as other areas.  Come and learn about the new requirements.

3. Environmental Management Systems

Session Description:
The new Executive Order 13423 includes an Environmental Management Systems (EMS) provision requiring all Federal agencies to address environmental aspects of energy and transportation functions in their facilities and operations.  Learn how to develop an EMS to comply with the performance and reporting requirements of E.O. 13423.  We will explain the "Plan, Do, Check, Act," model, which uses a standard process to identify current activities, establish goals, implement plans to meet the new order's goals, determine progress, and make improvements to ensure continual improvement and compliance.

5. ASHRAE 90.1 - 2007

Session Description:
The Energy Policy Act of 2005 established a new Federal Building Performance Standard which calls for achieving energy consumption levels that are at least 30% better than the new ASHRAE Standard.  ASHRAE will issue a revised version of the standard in 2007, which means the bar has changed for all Federal buildings.  Learn what changes were made, why they were made, and how those revisions will impact the design and construction of new Federal buildings.

6. Federal Services for Federal Customers

7. Energy Scorecards and Reporting Requirements

Session Description:
Federal agencies are graded by OMB on a semi-annual basis measuring their plans and progress for meeting energy, environmental, and transportation criteria.  Participants will learn about the scorecard goals and grading criteria.  Knowing the grading system will help you determine where to target your effort to achieve the desired "green" score.  We will also cover energy and water reporting requirements and how to transition to the new system.

8. Electronics Stewardship Plans

9. Federal Policy on Renewable Energy Credits (RECs) and Energy Efficiency Credits (EECs)

New guidance for implementing the renewable energy requirements of EPAct 2005 and E.O. 13423 will be explained. Twenty-three states currently operate Renewable Portfolio Standards (RPS) and a national RPS is being considered in Congress. Learn what the new Federal Guidance says about buying, trading, and counting RECs.
