1. Military Metering

Session Description:
So now you need to apply "advanced metering" on all Federal facilities where "practicable".  The Department of Defense developed a metering implementation plan, with each component of the Department developing more detailed customized plans.  You'll hear about the overall DoD plan and be briefed from each Military Service representative regarding their plan and what's special about it.  Time will be provided to ask questions to determine exactly how the plans will come to fruition.  What metering standards will be followed?  What suspense dates are applicable? What contracting mechanisms are available?  How is this going to be funded?  How can we actually use the data to save real energy?  This is your chance to discuss your options directly with the top brass in order to figure out how to implement EPACT metering requirements in the most efficient and effective way.

2. Metering Technology to Serve Your Strategy

Session Description:
Today, there is a wide variety of metering equipment and technologies available.  The range is from a manual-read spinning meter to a read-automatically-every-15-minutes-and download-it-to-your-PDA system.  The costs and benefits can vary. Why would you pick one over another?  How can you obtain and use the metering data?  How do you evaluate the benefits versus the cost?  We will describe and show the hardware to you, explain some of the equipment and software options, and conduct an audience discussion about various opportunities.

3. Metering for ESPC Measurement and Verification

Session Description:
Measurement and Verification (M&V) of ESPCs creates some unique information requirements.  While every client wants proof of savings with certainty, collecting the information is very expensive.  However, stipulated savings are inexpensive to verify, but pass a larger risk to the buyer.  The intelligent design of a metering system can provide cost effective data for M&V in addition to providing savings in itself.

4. Meter Program Planning

7. Metering for the Energy Policy Act

This session will begin with an overview of the requirements of EPACT Section 103 relating to utility metering of Federal buildings, followed by a short review of the Federal guidance explaining what Section 103 means in English.  We will discuss how you can use metered data to improve efficiency, approach the economics of metering, and how to prioritize metering opportunities.  The session will also examine the different approaches being explored by Federal agencies to solve their individual metering challenges.

8. Campus Metering Programs

9. Agency Metering Programs

Session Description:
Learn about how your fellow agencies are approaching the requirement to meter all buildings practicable.  The Coast Guard plans to program metering and integrate data handling enterprise-wide through the civil engineering program.  GSA has deployed a centralized metering software program that allows for advanced meter data collection, analysis and reporting from a centralized location.  They connect existing advanced meters as well as installing new meters.  Hear the programs described, why the approaches were selected, and query the experts.
