Opening Keynote Speaker
R. James Woolsey, Vice President
Booz Allen Hamilton
During his 12 years of government service, Mr. Woolsey was Director of Central Intelligence from 1993 to 1995; Ambassador to the Negotiation on Conventional Armed Forces in Europe (CFE), Vienna, 1989–1991; Under Secretary of the Navy, 1977–1979; and General Counsel to the U.S. Senate Committee on Armed Services, 1970–1973. As an officer in the U.S. Army, he was an adviser on the U.S. Delegation to the Strategic Arms Limitation Talks (SALT I), Helsinki and Vienna, 1969–1970.
Mr. Woolsey is Co-Chairman (with former Secretary of State George Shultz) of the Committee on the Present Danger. He is also Chairman of the Advisory Boards of the Clean Fuels Foundation and the New Uses Council, and a Trustee of the Center for Strategic & International Studies and the Center for Strategic & Budgetary Assessments. He also serves on the National Commission on Energy Policy.
R. James Woolsey joined Booz Allen Hamilton (McLean, Virginia) in July 2002 as a Vice President and officer, where he focuses his time on energy and security issues.

Opening Session Speaker
David L. Bibb, Acting Administrator
U.S. General Services Administration
David L. Bibb serves as GSA's Acting Administrator. He assumed this role on April 30, 2008. Mr. Bibb has served as GSA's Deputy Administrator since 2003. He has also recently acquired additional duties as the Senior Environmental Official, leading GSA's efforts to help GSA itself and other federal agencies comply with President Bush’s Environmental Executive Order 13423, Strengthening Federal Environmental, Energy, and Transportation Management.
Mr. Bibb joined GSA's Atlanta office as a Management Intern in 1971. Prior to his appointment as Deputy Administrator, he held several executive level positions during his long tenure. These included Assistant Commissioner for Planning and Deputy Commissioner within GSA’s Public Buildings Service (PBS) and Deputy Associate Administrator for Real Property within GSA’s Office of Governmentwide Policy (OGP). In PBS, Mr. Bibb dramatically enhanced the capital planning program and as Deputy Commissioner, he served as ranking career executive. In OGP, he was very successful in his efforts to spearhead the direction of policy development for the acquisition, management, and disposal of real property and workplace assets of the federal government. He was also instrumental in the development of a number of innovative environmental and workplace initiatives that have now become standard practice at GSA.
A GSA veteran of more than 36 years, Mr. Bibb, also served as Acting Administrator from November 2005 until May 2006, during the selection process for a new Administrator of General Services.
As Deputy Administrator, he works closely with members of the GSA senior leadership team to devise policy and provide management and acquisition services to other federal agencies, enabling them to best achieve their missions of service to the American people.
In addition, he serves as a Board Member for the National Capital Region Combined Federal Campaign and as a member of the U.S. Access Board.
Mr. Bibb is a recipient of the Presidential Rank Award of Distinguished Executive, the foremost award available to members of the career Senior Executive Service, and is a two-time recipient of the Presidential Rank Award of Meritorious Executive. He has twice received the Administrator's Distinguished Service Award, GSA's highest honor.
Mr. Bibb is a graduate of Austin Peay State University in Clarksville, Tennessee and holds a Master of Science degree from Florida State University.

Closing Keynote Speaker
John Powers, Professional Speaker
Prior to his speaking career, Dr. John Powers created and produced the Broadway musical, Do Black Patent Leather Shoes Really Reflect Up? which is presently playing in over a dozen cities. He is the author of four best selling books, and received two Emmy awards for his work in television. Earlier, he was a professor of Speech & Performing Arts at Northeastern Illinois University.
John Power's business background includes producing his own musical for four years, raising capital of over a million dollars and coordinating the daily efforts of over two hundred artistic, financial, sales and marketing people. In 1988, he founded the Powers of Motivation Institute and since then has worked with over a thousand major corporations and national associations to provide programs on how to succeed in a changing world.

Invited Speaker
Samuel W. Bodman, Secretary
U.S. Department of Energy
Samuel Wright Bodman was sworn in as the 11th Secretary of Energy on February 1, 2005. He served as Deputy Secretary of the Treasury beginning in February 2004; Deputy Secretary of the Department of Commerce from 2001-2004; over 30 years experience in the private sector as a financier and executive; and was an Associate Professor of Chemical Engineering at MIT from 1965-1971.
Secretary Bodman is a former Director of M.I.T.'s School of Engineering Practice and a former member of the M.I.T. Commission on Education. He also served as a member of the Executive and Investment Committees at M.I.T., a member of the American Academy of Arts & Sciences, and a Trustee of the Isabella Stewart Gardner Museum and the New England Aquarium.

Robert M. Gates, Secretary
U.S. Department of Defense
Dr. Robert M. Gates was sworn in on December 18, 2006, as the 22nd Secretary of Defense. Secretary Gates was the President of Texas A&M University from 2002-2006; Interim Dean of the George Bush School of Government and Public Service at Texas A&M from 1999-2001; Director of Central Intelligence from 1991-1993; Deputy Director of Central Intelligence from 1986-1989; and Assistant to the President and Deputy National Security Adviser at the White House from 1989-1991, for President George H.W. Bush.
Secretary Gates joined the Central Intelligence Agency in 1966 and spent nearly 27 years as an intelligence professional, serving six presidents. During that period, he spent nearly nine years at the National Security Council, The White House, serving four presidents of both political parties.
Dr. Gates has also served on the Board of Directors and Executive Committee of the American Council on Education, the Board of Directors of the National Association of State Universities and Land-Grant Colleges, and the National Executive Board of the Boy Scouts of America. He has also been President of the National Eagle Scout Association.
