Larry Falkin
Director
Cincinnati Office of Environmental Quality

Mr. Larry Falkin serves as Director of the City of Cincinnati's Office of Environmental Quality (OEQ), and works collaboratively with a wide range of community partners to promote greater sustainability for the City of Cincinnati. OEQ led the development of the Green Cincinnati Plan (Cincinnati's sustainability plan), and now oversees the plan's implementation. Mr. Falkin has helped develop Cincinnati's plan to utilize Energy Efficient and Conservation Block Grant funds, and has the lead responsibility for administering those funds. His office has led two rounds of Energy Services Performance Contracts resulting in retrofits of 69 city buildings (with an annual energy savings of more than $1 million), runs the curbside recycling program, and plays a major role in Brownfield redevelopment, air quality enforcement, and energy efficiency efforts. Prior to his current position, Mr. Falkin spent 10 years as the Assistant Director of the City of Kansas City's Environmental Office and six years with the U.S. Environmental Protection Agency performing hazardous waste enforcement work.

Craig E. Hooks
Assistant Administrator for the Office of Administration and Resources Management (OARM)

Mr. Craig Hooks currently serves as the Assistant Administrator for the OARM at the EPA. Mr. Hooks also serves as EPA's Senior Accountable Official for the American Recovery and Reinvestment Act which seeks in part to spur technological advances in science and health and to invest in environmental protection and other infrastructure that will provide long-term economic benefits. EPA manages over $7 billion in projects and programs that will help achieve these goals, offers resources to help other agencies "green" a much larger set of Recovery Act investments, and administers environmental laws that will govern Recovery Act activities. OARM is responsible for governing the agency's resources management including grants and contracts, human resources and facilities. Prior to his current position, Mr. Hooks served in EPA's Office of Wetlands, Oceans and Watersheds, Office of Environmental Information and Federal Facilities Enforcement Office within the Office of Enforcement and Compliance Assurance. Before joining EPA, Mr. Hooks worked at the National Oceanic and Atmospheric Administration as a physical scientist.

Martha Johnson

As Administrator for GSA, Martha N. Johnson works to improve the governments' workplaces by managing assets, preserving historical properties, delivering maximum value in acquisitions, and implementing technology solutions. In the mid-1990s, Ms. Johnson served first as Assistant Deputy Secretary at the Department of Commerce and then as Chief of Staff at GSA. In 2002, Ms. Johnson's change management and leadership knowledge came full circle when she joined SRA International. She served on the Board of Supervisors for the UK Government's Office of Government Commerce, supporting their strategies for procurement reform and acquisition workforce support. In 2007, Ms. Johnson joined Computer Sciences Corporation as Vice President of Culture where she drove innovation and collaboration across the 90,000-person, global IT services company. She was unanimously confirmed by the U.S. Senate as the 19th Administrator of GSA on February 5, 2010.

Dorothy Robyn
Deputy Under Secretary of Defense for Installations and Environment
U.S. Department of Defense (DOD)

Dr. Dorothy Robyn became the Deputy Under Secretary of Defense for Installations and Environment in July 2009. In this position, she provides management and oversight of military installations worldwide and manages environmental, safety, and occupational health programs for the Department. The Department's installations cover some 29 million acres, with 539,000 buildings and structures valued at more than $700 billion. Her responsibilities include the development of installation capabilities, programs, and budgets; installation-energy programs and policy; base realignment and closure; privatization of military housing and utilities; and integration of environmental needs into the weapons acquisition process. She is also responsible for environmental management, safety and occupational health; environmental restoration at active and closing bases; conservation of natural and cultural resources; pollution prevention; environmental research and technology; fire protection; and explosives safety. Dr. Robyn also serves as the Department's designated Senior Real Property Officer and the DoD representative to the Advisory Council on Historic Preservation.

Timothy Unruh

Dr. Timothy Unruh serves as FEMP Program Manager within DOE's Office of Energy Efficiency and Renewable Energy. Dr. Unruh oversees the implementation of policy and actions that result in energy efficiency implementation, renewable energy adoption, and reductions in energy and water use in federal government operations, and coordinates with DOE national laboratories and other federal agencies in this capacity. Dr. Unruh was formerly Director of Operations for a large energy services company, where he led a team of engineers and project managers to implement energy savings projects within government and private installations. While in this role, Dr. Unruh worked to educate energy users on alternative finance methods to achieve energy reduction goals, and was heavily involved in the measurement and verification of energy savings resulting from these projects. Dr. Unruh is licensed in multiple states across the U.S. as a Certified Energy Manager as well as a Leadership in Environmental and Energy Design Accredited Professional. He is involved in the development of electrical power quality standards with the Institute of Electrical and Electronics Engineers Power Quality Subcommittee.

Henry Kelly
Acting Assistant Secretary
U.S. Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy (EERE)

As the Acting Assistant Secretary and Principal Deputy Assistant Secretary for DOE's EERE, Dr. Henry Kelly oversees a broad energy portfolio, helping hasten the transition to a clean energy economy. The EERE portfolio includes programs that will help put one million electric vehicles on the road by 2015, make the nation's buildings 20% more efficient, and help the United States obtain 80% of its electricity from clean energy sources by 2035. Prior to his arrival at DOE, Dr. Kelly served as the President of the Federation of American Scientists where he led a team that conducted analysis and advocacy on science, technology, and public policy, including global security issues, energy policy, and education technology. Dr. Kelly also spent seven years with the Clinton White House as the Assistant Director for Technology for the Office of Science and Technology Policy, where he helped negotiate and implement administration research partnerships in energy and the environment, information technology, and learning technology. This is Dr. Kelly's second term with EERE. Early in his career he worked as a Special Assistant and Senior Scientist in the office.

John M. McHugh

Mr. John M. McHugh was sworn in as the 21st Secretary of the Army on Sep. 21, 2009, following his nomination by President Barack Obama and confirmation by the United States Senate. As Secretary of the Army, he has statutory responsibility for all matters relating to the United States Army: manpower, personnel, reserve affairs, installations, environmental issues, weapons systems and equipment acquisition, communications, and financial management. At the time of his appointment as Secretary of the Army, Mr. McHugh was a sitting member of Congress representing Northern and Central New York. During his nine year tenure with U.S. Congress, Mr. McHugh served on numerous committees, including Ranking Member of the House Armed Services Committee, Chairman of the Morale, Welfare and Recreation Panel Committee on Oversight and Government Reform, Chairman of the Subcommittee on the Postal Service, and the House International Relations Committee.

Doug McKenzie-Mohr

For over two decades Dr. Doug McKenzie-Mohr has been working to incorporate scientific knowledge on behavior change into the design and delivery of community programs. Dr. McKenzie-Mohr has worked internationally with a diverse array of governmental and non-governmental agencies, assisting them in identifying the barriers to behavior change and in developing and evaluating community-based social marketing initiatives to overcome these barriers. He is the founder of community-based social marketing, and his best-selling book, "Fostering Sustainable Behavior: An Introduction to Community-Based Social Marketing," has become requisite reading for those who deliver programs to promote sustainable behavior. Dr. McKenzie-Mohr is also the author of the Fostering Sustainable Behavior website and listserv. The listserv links together over 7000 environmental program planners globally. Dr. McKenzie-Mohr has served as an advisor for Canada's public education efforts on climate change, as the coordinator of the international organization, "Holis: The Society for a Sustainable Future," and as a member of Canada's National Round Table on the Environment and the Economy. He is a former Professor of Psychology at St. Thomas University in New Brunswick, Canada where he co-coordinated the Environment and Society program.
