SESSION DESCRIPTION:This session will break down the policies and the politics on Capitol Hill relating to energy programs and budgets—what is being proposed, which proposals might pass into law, and what the Fiscal Year 2012 budget for energy-related programs might contain. We will answer these and other questions facing the 112th Congress, and review federal energy legislation passed at the end of the previous Congress, last December.

We will establish and explain the factors necessary for maintaining a sustainable environment, define the current status of the installation with regard to energy and water security and consumption, and develop a sustainability strategy for achieving compliance with the mandated energy and water reduction goals.

SESSION TITLE: Budgeting, Funding, and Scoring

SESSION INTENT: Review and define OMB budget scoring rules and examine how they may affect energy project development for federal agencies.

SESSION DESCRIPTION: This session will review OMB budget scoring rules and define how OMB measures federal spending obligations for energy projects against amounts appropriated for federal agencies. Our experts will highlight successful development and financing strategies to address challenges utilizing various contracting vehicles, including energy savings performance contracts (ESPC), utility energy service contracts (UESC), enhanced use leasing (EUL), and power purchase agreements (PPA), and how OMB Circular A-11 and changes in Financial Accounting Standards Board lease accounting rules may affect future energy projects.

SESSION DESCRIPTION: The DoD is embarking on a new age of energy delivery for its tactical vehicles, non-tactical vehicles, and installation power. Learn from experts in the services, service labs and COCOMS how the military is taking a leading role in creating a biofuel industry that will help reduce our dependence on foreign oil, enhance energy security, provide price stability and reduce greenhouse gas emissions.
