Workshop on International Energy Agency's Annex 46: Energy Efficient Retrofit Measures for Government Buildings

The purpose of this workshop is to present the results of the International Energy Agency's Annex 46, "Holistic Assessment Tool-Kit on Energy Efficient Retrofit Measures for Government Buildings". Representing the efforts of representatives from the US, Canada, and several European Union countries, the main objective was to provide tools and guidelines for decision makers and energy managers, performance contractors and designers to improve the working environment of Government buildings through energy-efficient retrofit projects. Among the results of the Annex are a detailed energy assessment and analysis methodology/protocol (which includes a multi-zonal energy saving calculator to evaluate different retrofit options,) an extensive set of case studies and screening studies for various energy conservation measures, a report on lessons learned from energy savings performance contracts in the participating countries, and an electronic workbook or toolkit that integrates all of the information developed. The focus of the workshop will be how the results of the Annex can be applied to produce more effective energy efficient retrofit projects at government sites. CDs including the major products of the Annex will be provided to participants.

Introduction to Solid-State Lighting: A Market in Motion

Interest in solid-state lighting is growing at a rapid pace, fueled in no small part by Recovery Act funding, legislative mandates, and media focus. Meanwhile, new LED products are emerging rapidly—some very good, and some not so good. Exaggerated performance claims, poorly understood specifications, and apples to oranges comparisons cloud the picture and prompt considerable confusion. This workshop will introduce the novice to LED lighting basics and help separate fact from fiction, providing an understanding of how and where LED lighting can help reduce energy usage. Taught by a vendor-neutral expert from DOE’s Solid-State Lighting Program.

Water Management Training Course

The Federal Energy Management Program (FEMP) will be providing a free half-day water management course at GovEnergy 2010. The water management course is intended to assist Federal facility managers and other related Federal personnel in understanding the key elements of sound water management. The course will layout a step-by-step process in developing a facility level water management plan and identify opportunities for efficiency improvements and water reduction. The course will conclude by performing a sample water audit so attendees can learn first-hand how to identify and quantify water consuming equipment.

Wind 101 Workshop

The purpose of this workshop is to provide Federal energy managers and engineers with a framework for the Wind Turbine Project Development Process. If you are seriously considering doing a wind turbine project in the next 1 - 3 years, you will benefit from straightforward information on wind energy, wind resource assessment, wind turbines, O&M, financing sources/options, NEPA/environmental issues, FAA/radar issues, installation/construction, etc., in this condensed 4-hour workshop.
Each topic could easily be expanded to 2-4 hours or more, we will cover them in 15-20 minutes each with the intent of providing participants with a foundation of understanding of what is involved with doing wind turbine projects, expected timelines for the various tasks, who to recruit for your project team, what to expect in dealing with permitting authorities, etc. The workshop will provide a framework from which to begin your project. ESPC Users Group Meeting

The Federal Energy Management Program (FEMP) wishes to bring together agency personnel involved in administering an ESPC project - ESPC Users - to discuss experiences and issues in the performance period. During the ESPC project development process, members of the acquisition team expend a great deal of effort to ensure that the awarded project represents a comprehensive set of energy conservation measures and that the measurement and verification plan provides adequate guarantees that energy and cost savings will be met throughout the life of the project. However, personnel turnover during contract terms of up to 25 years and other factors can leave gaps in knowledge of the project and in awareness of the site's responsibilities for O&M and for witnessing and reviewing annual M&V reports.
To resolve these issues, FEMP has established Life of Contract Support activity to ensure that quality is maintained throughout the life of the ESPC contract. The User Group discussion will facilitate FEMP efforts to ensure that personnel are aware of available support for their responsibilities so that they can carry them out in accordance with both the contract and current FEMP guidance.

Using the Guiding Principles Checklist and EPA Portfolio Manager

FEMP, the U.S. General Services Administration (GSA), and the U.S. Environmental Protection Agency (EPA) ENERGY STAR program collaborated to create a Web-based Guiding Principles Checklist within Portfolio Manager, the EPA energy and water tracking and benchmarking tool. Federal agencies can use the checklist to assess their building stock against the Guiding Principles for Sustainable Existing Buildings required by Executive Order (E.O.) 13514 and for reporting on the sustainability data element within the Federal Real Property Profile (FRPP).
Agencies can take advantage of Portfolio Manager’s benchmarking functionality to demonstrate compliance with the Guiding Principles associated with energy and water while simultaneously meeting Energy Independence and Security Act (EISA) of 2007 benchmarking requirements.
This training includes an in-depth look at the Guiding Principles Checklist and Portfolio Manager, creating optimal account hierarchies for data and energy consumption databases and a brief discussion on using Portfolio Manager to help meet various Federal sustainability requirements.

GHG Management for Executive Order 13514

Taught by technical experts, this workshop will go over the emerging framework for Federal GHG emissions management, including types and sources of emissions, the process of measuring and reporting emissions, and opportunities for emission reductions. The course explains existing and pending federal reporting requirements imposed by cities, states, and regional groups, as well as the EPA. You will learn about the various opportunities to reduce GHG emissions in a variety of sectors: energy, water, waste, health, building operations, land management, purchasing, and transportation.
Attendees will also receive the final Public Sector GHG Accounting Protocol and the guidance drafted by DOE FEMP and issued by CEQ for implementing Executive Order 13514. Attendees will have the opportunity to review a high-level inventory of GHG emissions and learn about the range of GHG inventories federal agencies have completed.
This workshop is for Federal managers who may be responsible for GHG reporting in their agency. This could include Federal facility managers, energy managers, fleet managers, land managers, sustainability managers, health experts, pollution control and toxic release experts, legal staff, and procurement and contracting officials. The purpose of the Energy Advocate program (EA) is to increase awareness and communication of energy related opportunities beyond traditional means. The EA program was created to help non-energy professionals gain a foundational understanding of energy conservation opportunities, energy terminology, energy related calculations, conversions, and financial justifications. An Energy Advocate is any non-technical individual who has demonstrated an ability to identify, define, communicate, and justify energy conservation activities.
The program is endorsed by the Association of Energy Engineers (AEE) and presented by Science Applications International Corporation (SAIC). Completion of the EA program will equip you with the knowledge and tools necessary to better contribute to the energy condition of your organization today and in the future.

The CyberCap & Smart Grid Security Workshop offers an opportunity to talk with experts on cyber security and controls systems security from the National Labs. You will learn how to partner with the laboratories on research and commercialization projects.
Friday, August 20 (Day 2):
The second day will provide you an opportunity for feedback and discussion on Smart Grid cyber security strategy through interaction with several panels. The panels will cover Smart Grid with a focus on cyber security and will include a series of facilitated discussions on the latest on cyber security
